depends on the drum.
On a normal 14" kit snare drum, I always use a hazy amb reso. the tension depends entirely on the sound you are after and the individual characteristics of the drum. Often I will tune a reso half a turn or so tighter than the batter, but its mainly trial and error until you get to know your drum.
I also use a hts 700 (premier) for marches, this wears a tendura kevlar batter and also proudly bears a standard hazy ambassador as reso. If you cranked the reso any where near as tight as the batter it would destroy it.
